The headline suggests it all Lawmaker gets to the bottom of panties torture in the Chicago Tribune. I don't think many people would disagree that placing panties on someone's head is physical torture, it was done to try to humiliate which apparently it didn't work. The larger issue was the other forms of torture but it appears for some reason, Rep. Rohrabacher had a panty focus...
