It is one way to get the Constitution approved

The story isn't getting alot of coverage, but the Iraqis made a surprise change over the weekend:

The constitution will fail only if two-thirds of all registered voters - rather than two-thirds of all those actually casting ballots - reject it in at least three of the 18 provinces

The US is supposedly not happy with this, nor are the Sunnis, yet it appears to be a done deal. Will it make a difference once the constitution is approved or merely be another problem in getting Kurds, Shia and Sunni to work together?

The UN has also expressed displeasure with this move, one Iraqi official stated the National Assembly would look into it again today. So perhaps later we'll get an update.

This is much like the NOTA ("none of the above") electoral debates that appear in the blogosphere on American politics.

Ironic, isn't it, that the ultimate form of democracy, as represented by the "we reject elite-sponsored BS," is decried by the self-proclaimed protectors of freedoms - Americans.
