Free speech in Toledo...does it exist?

Linked above is an article posted by Mike earlier this morning for those of you who have not seen it. He's still working on providing all of the details, however what he knows so far is troubling.

If the NSM can show up and plan to march in Toledo Neighborhoods without a permit? Surely people should be allowed to hand out flyers....
