Evidently that is what the political analysis is on some of the President's latest action,
Bush Steps Up Attacks on Congress subtitled, "Unpopular President Seeks a Way to Keep Democrats on the Defensive". If the Democrats know this is what is happening, which apparently it's not a huge secret then the best defense is a good offense.
If the president keeps threatening and then using a veto, it will come back on him as opposed to Congress. Interesting quote by Virginia Republican Thomas M. Davis III:
"Somebody's got to be the grown-up here," Davis said.
I don't disagree, what's left wondering about is who....
