Mayor-elect Carty Finkbeiner has not taken office yet, but already is stirring up controversy with an announcement yesterday that he will replace the chief of police.
However? Chief Navarre says Carty doesn't have the power to replace him....So? I went to the handy dandy City Charter to read what it says.
The Chief of Police position is an administrative one according to the Charter:
The Director of the Department of Police Operations, to be called the Chief of Police....(Section 140. Department of Police Operations)
“The chief of police does not serve at the pleasure of the mayor, and may only be terminated for just or reasonable cause,” Mr. McCarthy said. (Chief Navarre's lawyer)
According to the city charter, the mayor may suspend the police or fire chief and could then present a case for dismissal to the Civil Service Commission.
The section (SECTION 80.06 Reductions and Removals) referring specifically to this issue states:
The Appointing Authority may reduce, suspend or remove any employee under his jurisdiction for incompetency, inefficiency, immoral conduct, dishonesty, conviction of a felony, or conviction of a misdemeanor involving moral turpitude, insanity, abuse of authority, repeated failure to meet personal financial obligation, or for any other just and reasonable cause as determined by the Commission.
The Mayor is considered an "Apppointing Authority".
It should be interesting, it all boils down to what is determined "just and reasonable cause".

Regardless what reasons Carty has, real or imagined, Carty is guilty of lousy timing...
Chief Navarre's last minute reluctance to go quietly is within Carty's ability to fix. Why he opened his yap now I can only attribute to either Carty's Stupidity, or Carty's Arrogance.
